Fair Market Housing Units
Community Action for Better Housing (CABH) maintains a limited portfolio of non-subsidized, low income rental units. However, most units available are provided via subsidized housing vouchers from one of our partner agencies.
What Is Private Affordable – Fair Market Rate Housing?
Private Affordable Housing, also referred to as Fair Market Rate units, are offered by landlords at reduced rents. These units are available to eligible tenants who earn less than 60% of the Area Median Income (AMI) for the city in which they are seeking housing.
CABH provides Fair Market Rate units for tenants who:
- Hold a mobile housing voucher
- Are seeking affordable housing without voucher assistance
How to Apply for Housing
Affordable housing units are limited, and demand is high. To improve your chances, it’s important to be patient, responsive, and thorough throughout the process. The first and most critical step is submitting a complete and accurate application.
Where to Apply
There are three ways to apply for Private Affordable Housing through CABH:
1. Search Available Units
If you find a unit that meets your needs, click the “Apply Now” link in the listing to submit your application. A CABH representative will follow up with next steps.
2. Join the Waiting List
If no units are currently available or suitable, you may apply to be placed on the Fair Market Housing Waiting List. Select the listing titled “Fair Market Rate Inquiry – Non-Subsidized Units, Fair Market Housing Waiting List” and click “Apply Now.” You will be contacted when a unit becomes available, based on a first-come, first-served basis.
3. Submit a General Inquiry
If you have questions before applying, click the “Contact Us” link in any listing and complete both the “Contact Us” and “Enter Optional Information” forms. This helps CABH better understand your needs and assist you in your housing search.
Depending on your submitted needs, you will be placed on a Waiting List.

Housing is offered in accordance with federal HUD regulations and Massachusetts state laws governing low-income and subsidized housing programs. Placement is determined by program guidelines, waitlist status, and funding availability.
Important Notes
- Applicants who qualify and are homeless, survivors of domestic violence, or veterans receive priority for available units.
- If a Fair Market Rate unit becomes available and you are on the waiting list, a CABH representative will contact you to begin the CABH Application Process.
What You Can Do Now
Be Patient: While waiting for a unit to become available, here are steps you can take to prepare:
- Keep your contact information up to date. Notify the appropriate agency of any changes to avoid missing housing opportunities.
- Organize your financial documents. You’ll need the most recent six months of pay stubs, bank statements, benefit letters, and other income verification when contacted.
